After meeting with Turkish President Tayyip Erdogan later on Thursday, Ukrainian President Volodymyr Zelenskiy, who has said he would only see Putin, will determine Kyiv's participation. US envoys Steve Witkoff and Keith Kellogg and Secretary of State Marco Rubio are anticipated.
Ukraine has not confirmed its attendance or named a delegation, making its answer ambiguous. Without senior leaders, discussions to settle the Russia-Ukraine conflict are unlikely.
