Putin made the offer during a two-day summit with U.S. President Donald Trump in Anchorage, Alaska. According to the account, the Kremlin leader said he would freeze frontline positions in the southern Kherson and Zaporizhzhia regions and scale back other territorial claims if Moscow gains uncontested control of Donetsk.
Trump subsequently conveyed the proposal to Ukrainian President Volodymyr Zelensky and to European Union leaders, telling them a peace deal could be reached swiftly should Kyiv accept the terms, Axios and other outlets said.
Ukrainian officials have long rejected ceding occupied territory and, according to people familiar with the talks, are unlikely to accept the new demand. The Kremlin, the White House and the Ukrainian government have not issued formal statements on the reported proposal.
