Ripple CEO Brad Garlinghouse said at DC Fintech 2025 that US policy winds have shifted from “very strong headwinds to pretty strong tailwinds” and that the industry is closer to durable clarity than ever since the SEC's enforcement-led approach.
The CEO's harshest criticism was of the SEC's work under Chair Gary Gensler, which he said hurt innovation and consumer safety. Garlinghouse quoted Ripple's judge: “A federal judge said about the Gensler SEC, ‘they are not following a faithful allegiance to the law.’
I don't believe we'll go back to that, he said. Frankly, it was a sad day for technology in the U.S., arguing regulation-by-enforcement drove activity abroad “where ironically it’s less regulated and there’s fewer consumer protections.”
Garlinghouse constantly compared Ripple, a private firm that “raised venture capital and issued stock,” with XRP, “an open source technology that is kind of native to our products.”
He addressed common misconceptions: “People will say, well, XRP has a CEO. I asked, who? I'm Ripple's CEO. Numerous CEOs are developing around the XRP ecosystem.”
Ripple does not control the XRP Ledger's rules: “We opposed XRP open source technology amendments, but they passed.
Garlinghouse advised regulators and incumbents to balance compliance standards with equitable core infrastructure access for banking. “Hold traditional finance accountable,” he urged. “AML, KYC, and OFAC should apply to the crypto industry. The answer is yes. Infrastructure should be accessible like a Fed master account. One cannot be claimed and then disputed. That's dishonest.”
Ripple has asked for a national bank license, and awarding master accounts to Circle and Ripple would “de-risk stablecoins,” if they are “held to the same regulatory standards as a bank.” He also stated Ripple established its stablecoin “under a New York trust license,” calling it “the gold standard” for institutional clients.
